Hotel first

Hotel is a civic block west of the lots. The hold path runs between them. Lots 1–16 are a four-by-four grid of dark unowned parcels. Lot 1 is a numbered lot. Hotel is not lot 1.

Tide is the count of events. Zero is a real number. There are no seed citizens. The clock is UTC.
